摘要
农民参与是农村环境保护的重要基础和前提。现阶段,我国农民环保参与还存在参与意识淡薄、参与范围狭窄、参与方式简单、参与程度较低的现实问题。究其制度原因,主要是由于农村环境法制教育缺位,农民缺乏有效的环境信息获取手段,农民环保参与救济渠道不畅,农民环保参与组织力量偏弱。为此,应采取措施加大农村环保法制教育力度,完善农村环境信息公开制度,畅通农民环保参与的司法救济,壮大农民环保参与的组织力量,以引导和支持农民积极参与到环境保护活动中,实现农村地区的绿色协调可持续发展。
Farmers＇ participation is an important basis and prerequisite of the rural environment protection. At present, there are many realistic problems in China, weak consciousness simple way, narrow range, low level, etc. Investigating the system reason, it is mainly dues to the serious lack of the legal education of the rural environment, the absence of access to environment information, the blocks in relief channel of participation in environmental protection, and the weakness of the rural environmental protection organization strength. Therefore, it is necessary to increase the intensity of the rural legal education on environmental protection, improve the system of rural environmental information disclosure, expand the judicial remedy channels of participation in environmental protection, and strengthen organization strength of farmers participation in environmental protection, which could guide and support the farmers to actively participate in environmental protection and eventually realize green, coordinated and sustainable development in rural areas.
