摘要
民进党蔡英文所提"五大创新研发计划",将成为未来一段时期内台湾产业政策的主轴。从特征上看,一是五大计划中只有亚洲矽谷和"国防产业"为新提出;二是结合区域发展,致力于发展绿营执政的地方板块;三是以国际合作摆脱对大陆的经济依赖和疏离两岸产业合作的意图明显;四是推动措施上,呈现大而空、模糊而不够专业的竞选风格。从实施前景看,计划涉及的产业有一定发展基础和发展潜力,未来发展取决于政策方向是否符合产业规律;产业转型创新注定是一条漫长的路,蔡英文欲"产业去中国化"会自伤经济;该计划经营民进党的执政板块会影响下次地方政治选举,这或许是计划的真实目的。
The five major innovative plans, proposed by the DPP＇s Tsai Ing-wen, will be main industrial policies of Taiwan in a future period. It has four characteristics, one is that two major industries ＂Asia silicon valley＂ and ＂defence industry＂ were newly proposed and three others were from the previous govemment; second is that it was committed to the local development of the cities governed by DPP; third is its intentions to get rid of the dependence on Chinese Mainland economy and alienate cross-Strait industrial cooperation; the fourth is that there is barely practical and effective tools to implement the plans. For the plans＇ prospects, most of the industries in the plans have solid foundations and development potential, but their future developments depend on whether the plans conform to the economic laws or not. Taiwan industry innovation was promoted by the previous government for a long time, the plans possibly take some effect but Tsai＇s desinification policies will self-injury Taiwan economy. The plans will influence next local elections in the cities and this may be the true purpose of the policies.
