基于遥感和GIS的城市内涝风险评价——以广州市天河区为例 被引量:7

Risk Assessment of Urban Waterlogging Based on Remote Sensing and GIS-A Sample of Tianhe District in Guangzhou City

摘要 近年来,随着我国城市化进程的急剧加快,城市内涝已经成为影响城市可持续发展的严重灾害。以广州市天河区为研究对象,基于灾害风险评估的原理,利用遥感和GIS技术,开展城市内涝风险评价方法研究。利用基础地理数据、遥感影像数据、气象水文数据、社会经济数据、历史灾情数据等,分别从致灾因子危险性、孕灾环境敏感性、承灾体易损性、防灾减灾能力4个方面选取评价指标,确定指标权重和相关参数,并构建城市内涝风险评价模型进行城市内涝风险评价。结果表明,广州市天河区的城市内涝灾害风险分布总体上西北部和东南部较高,西南部、中部和东北部较低。经过验证,城市内涝黑点有67%都落在较高和高风险区内,说明模型由较高的精度,可以为城市内涝的防治提供科学参考。 In recent years, with China's urbanization process accelerated, urban waterlogging has become serious disasters, which affect the sustainable development of the cities. This article selected Tianhe District of Guangzhou as the research area, carried out research on assessment method of urban waterlogging risk based on the principle of disaster risk assessment, using remote sensing and GIS technology. The major data source is: basic geographic data, remote sensing data, meteorological hydrological data, social economic data,and disaster historical data. The four indices of assessment are hazard-formation factors, sensibility of disaster environment, vulnerability of hazard-affected body and the ability of disaster prevention and reduction. This article determined the weight of the index and related parameters he former fours indices, and built assessment model of urban waterlogging risk. As the assessment result showed,the distribution of waterlogging of Tianhe District was higher at northwest and southeast, and lower at southwest, middle and northeast.After verification, 67% of the waterlogging spots were falling at highest and higher risk area. The model was high precision, and can provide scientific reference for the prevention and control of urban waterlogging.
