摘要
通过分析全面推行依法治国背景下,高校政府采购具有如下特征:高校政府采购的资金范围将扩大、采购的工作内容将增大、采购工作的监督从"重中间"过渡到"重全程"等特点。浅谈高校目前面临的问题:规范与效率还未做到很好地统一;高校采购工作的特殊性与国家相关采购政策难以兼容等。针对这些问题提出高校政府采购需要从注重节资防腐向实现物有所值转变;国家层面应该简政放权,高校也应积极探索如"互联网+采购"的有效途径。
Through the analysis under the background of comprehensively implement the rule of law,government procurement in colleges and universities has the following characteristics： the government procurement scope of capital will expand,the content of the government procurement work will increase,the supervision of the government procurement work of colleges and universities from the ＂intermediate＂transition to ＂full＂,etc. Introduction to colleges and universities are faced with the problem at present：the specification and efficiency has not does very well and unified; the particularity of the procurement work with relevant national purchasing policy is compatible,and so on. Put forward to solve these problems of government procurement in colleges and universities need to pay attention to section information and anticorrosive to realize value; National level should reduce the decentralization,colleges and universities should also actively explore such as an effective way to ＂Internet ＋ purchasing＂.
