摘要
经济"新常态"导向下,以"引进来"为开放重点的单向开放将向"双向开放"转变,传统的开放绩效评价体系已难以适应我国全面提升开放层次和水平的新要求。以经济"新常态"下我国开放型经济发展的战略目标为导向,从中共十八大以来确立的"完善开放型经济体系、构建开放型经济新体制和培育参与、引领国际经济合作竞争的新优势"三大目标指向的具体要求出发,探索构建出一套包括9个二级指标、33个三级指标的全新区域开放绩效评价指标体系,并对步入经济"新常态"以来的长江经济带各省级区域开放绩效进行评价,结果表明指标体系有利于把握开放型经济发展水平和层次提升的重点方向与薄弱环节。
Under the guidance of ＂new normal＂ of economy, the one-way opening with ＂absorbing outside＂ as key point will transform into ＂two-way opening＂, the traditional opening performance evaluation system was hard to adapt to the new demand of overall promotion in opening grade and level of China. With the strategic target of opening economic devel- opment of China under ＂new normal＂ as guidance, starting from the specific demands of the three main targets of ＂improving opening economic system, establishing new opening economic mechanism and cultivating participation, new advantage of leading international economic cooperative competitiveness＂ established from the 18th National Congress of C.P.C, this article explores and establishes a set of new regional opening performance evaluation index system including 9 second-degree indexes and 33 third-degree indexes, and evaluates the provincial regional opening performance in Yangtze River Economic Belt since entering ＂new normal＂ of economy. The results indicate that the index system is benefit to grasping the key direction and weak link of opening economic development level and grade promotion.
