摘要
"内高班"是中国政府针对新疆地区的特殊状况而设计的一项具有战略意义的教育政策。由国家发起,需要多个地方的政府、教育部门和几十所学校共同参与执行,国家是主要决策者、地方(地方政府和教育部门、学校)是主要的执行者。本研究关注地方层面的执行者,选取承办内高班的三个省(直辖市)作为研究对象,研究其对国家政策的理解和实践,分析他们在这项政策执行中的具体行为特点(城市的选择、学校的选择、办班规模和编班形式),以便我们了解教育政策的地方运行机制,以及不同的实践对于这项政策目标的影响。
"Xinjiang Classes in Hinterland Senior High Schools" is a strategically educational policy that Chinese government formulated, which designed to face the unique situation of the Xinjiang region. It was launched by Chinese central government, Required muhiple local government and education departments, and dozens of schools to participate in the implementation. The central government is key decision makers, and local authorities (Local Government, Education Department, and Shools) are the main executors. This research focused on Local Practise of the policy, investigated on how these three provinces understood and practiced of national policies, in order to analyze their specific behavioral characteristics, including the city selection, the choice of school, class scales and class forms, class scale and form classes). With the purpose of we can understand the local operation mechanism of the education policy, and the influence of different practice for the policy goals.
