摘要
本文在基于国家创新系统理论分析生猪良种繁育体系运行机理的基础上,探讨我国生猪良种繁育体系的发展困境和路径选择,主要结论是,生猪良种繁育体系是在一定发展环境下产生并持续运行的开放系统,该系统是由生猪良种繁育和推广应用的相关主体及其关系构成的网络结构,其功能发挥需要知识创新、技术创新和制度创新的有机融合,其有效运行需要良种培育、扩繁、推广应用的有效推进和信息反馈,其目标是提高生猪生产率和猪肉质量;我国生猪良种繁育体系运行效率较低的主要原因是相关主体能力素质不足、行为不规范和相互间关系不协调。为此应进一步加大财政资金支持力度,鼓励相关主体创新经营模式,完善政策法规和营造良好发展环境,尽快健全完善以相关主体紧密协调和相互支撑为核心的生猪良种繁育体系。
Raising productivity is a necessary choice for the development of pig industry of china and improving operation level of pig breeding system could help achieve this goal. This paper analyzes the operational mechanism,development predicament and developmental path of pig breeding system in China. The conclusions are as follows: pig breeding system is an open system which based on a network structure composed of relevant actors. Its functioning relies on the organic integration of the creation of knowledge,technology and the reforms of system. Its operation relies on efficient process and information feedback. Its goals are to increase productivity and pork quantity. Present pig breeding system faces predicament caused by the defect of actors and their relationship. Such policy implement should be taking into account that to increase financial support,create new business models,consummate policies and regulations and create great environment. All above could help improve operation efficiency of pig breeding system of China.
