摘要
本文通过受援主体对精准扶贫政策的价值回应,提出"非普世价值"这个能够贯通不同层面减贫实践的解释性概念。认为西部民族地区精准扶贫的落脚点和关注点应该更加聚焦如何适应西部民族地区,提升国家对民族地区的回应能力,我们当前的部分目标,就是以新的,不同于既存秩序的原则,来改造和重组农牧民日常生活,这是诸多政治行动都应该遵循的方向:为探寻一种美好的生活而努力奋斗。
According to the value responses of the policy of targeted poverty alleviation from the assisted person,the paper put forward the ex- planatory concept： Non universal value which can run through different levels of poverty alleviation. It is believed that the minority areas of west China is not the marionette of the nation. Some of the fundamental value is compressed and altered by the recent forty years＇ repid development,which shows the deviated objective position nature comparing with the public policy. The foothold and concern should focus on how to adapt the minority areas of west China,to improve the nation＇s response capacity to the minority areas of west China and to hold in awe and veneration of the internal logic of the minority areas. We should not have illusion that through a rapid economic growth, we can wait for the coming of an ideal society.It is a kind of non di- alectical eonomic determinism and is also a misreading of Marx.Part of our current target is to change and recombine the daily life of agro-pastoralist in a new principle which is different from pre-existing order. This is the direction that the political actions should be followed： to strive for a better life.
