摘要
边疆应急管理关乎边疆的安全稳定,关乎边民的安居乐业,关乎边疆治理的现代化,具有重大的战略意涵。通过多案例的比较分析,验证了当前我国边疆应急管理存在的复杂情境,继而归纳出导致边疆应急管理复杂性的四重归因,分别为认知层面、府际层面、组织层面以及域外层面。为了有效化解复杂情境的困扰,边疆应急管理需树立整体性治理思维,从健全预防预警机制、注重各方力量的协调整合、重视制度化建设、借助信息化手段、加强政府公共关系等方面来提升治理成效。
Frontier emergency management bears important strategic implications as it concerns the safety and stability of the borderland, live and work in peace of border residents, and modern- ization of frontier governance. Through the comparative analysis of multiple cases, this paper verifies the complicated situation of China＇ s current frontier emergency management, and then sums up the four factors leading to the complexity of emergency management in the lights of cognition, intergov- ernmental relations, organization and outside territory. In order to resolve the problems of complexity effectively, frontier emergency management needs to establish holistic governance thinking and to en- hance the governance efficiency in terms of strengthening the prevention and early warning mecha- nism, coordination and integration of various forces, system construction, information technology, and government public relations.
