摘要
土地承包经营权确权登记颁证,是当前我国农村进行的重大制度改革,是我国土地管理制度的重要环节,是完善农村基本经营制度的必然要求。我国的农地产权制度变革不断强化农民对于土地的实际控制,不断增加农民的土地收益。通过土地承包经营权确权登记颁证,可以实现农民土地承包地块、面积、合同、权属证书"四到户",可以实现从土地所有权与承包经营权的"两权分离"到土地所有权、承包权、经营权"三权分置"的转换,这将对农村,农业发展和农民收益增长产生重大影响。
As a significant institutional reformation in rural areas in current China, rural land contract right confirmation, registration and certification are important and necessary in perfecting the system of land man- agement. The institutional reformation concerning farmers＇ property right of the farming land continuously solidifies farmers＇ actual control of land and thus increases their gains from the land. To certify the land con- tract and management right may clarify the land location and area. In addition, the reformation may change the former system according to which the right of land ownership and that of management are separated into a new pattern in which the right of land ownership, land contract and land management are separated. In this way, the reformation may bring about significant effects on the development of rural areas and the income of farmers.
