摘要
基于老龄化社会发展的现实需求,以及"明确养老服务设施建设规划并纳入城市、镇总体规划"的政府工作要求,以北京市近郊某区为例,关注城乡接合部城镇与农村居民的养老服务需求差异,并在对养老服务设施分布、用地现状、养老机构的费用、入住率、本区户籍老人比例、护理床位比例、医疗资源配置等现状与主要问题,以及人口特点等因素综合分析的前提下,提出养老服务设施的规划策略。
In the light of practical needs of the ageing society and government work requirements to ＂define the construction of elderly care facilities and include it into urban and rural overall planning＂ , this paper, looking at a district in Beijing suburbs, pays attention to different needs of elderly care services between urban and rural residents at urbanrural intersections, and proposes strategies of elderly care facilities planning on the basis of comprehensive analyses of the status quo and existing problems of the distribution of elderly care facilities, current conditions of land in use, charges and occupancy rate at the facilities, the share of registered elderly people within the district, bed to people ratio, and medical resources allocation, and population features.
