摘要
近几年来,政府部门为回应职能转变和民众需求创设的81890、96345等社会服务平台,为公共服务的制度选择创造了更大空间,在社会基层治理中发挥了积极作用。但存在身份困境、行政化依附、独立性不足、边界不清等问题,应当通过明确社会公共服务平台的角色定位,正视功能的有限性,划清政府治理边界,培育壮大新型社会组织模式,来加以规制和引导。
In recent years, in order to respond to both the change of their functions and needs of the people, government departments have created the 81890 and 96345 social service platforms and other social services, supplying larger space for the system selection of public services and playing a positive role in the governance of grass-roots society. But there exist such problems as the identity dilemma of attachment, tack of independence and unclear boundary, and so on, which should be clearly regulated and guided not merely by the role definition of social public service platforms, the finite of envisage function and the clear boundary of government management, but by fostering and expanding new social organization pattern as well.
