摘要
针对一起油罐车侧翻闪爆事故,通过事故现场踏勘、事故车测量、走访当事人等途径对事故进行调查。分别从安全三要素(人、机、环)进行了隐患分析。将此次罐车闪爆事故过程进行了还原。调查结果表明:油罐车罐体没有罐顶附件保护装置,壁厚太薄,防波板太薄等设计制造缺陷是事故发生的根本原因,同时也是翻车事故的原因之一。交通事故和在爆炸危险区域用手机拨打报警电话只是引发闪爆的诱因。
A flash explosion accident of oil tank truck rollover is surveyed by accident scene reconnaissance,inspection of accident truck and investigating people involved in the accident. Then hidden trouble of the tanker is analyzed from three key elements in safety( i. e. man,machine and environment). The survey results indicate that the design and manufacturing defects of the oil tank,such as no attachment protection device,thin shell thickness and anti-wave plate,are the root causes for the accident. Meanwhile,the defects are also part of the causes for the truck rollover. Traffic accidents and dialing the alarm call by mobile phone in areas with explosion hazard is an inducement of flash explosion accidents. Then this paper restores the flash explosion accident process of the oil tank truck.
