摘要
医院绩效评价是医院精细化管理的重要基础,当然也是评估公立医院运营情况的重要依据。在测量层面,由于各国医疗服务供给体系不同,国际上存在着多种医院绩效评价体系。那么,适应我国医疗卫生行业特点的医院绩效评价体系是什么?它应该包括哪些基本维度、包含哪些关键指标,都是本文关注的焦点。本文采用归纳和演绎相结合的方法,构建出内部质量、内部成本、外部质量、外部财务四个维度以及30个关键指标,并对其进行初步的效度检验。同时,由于部分指标在收集数据方面存在困难,这些指标的稳定性还需后续研究进一步检验。
Hospital performance appraisal is an important foundation for refined management and assessment of operation of public hospitals. There arc many hospital performance appraisal systems worldwide corresponding to the different medical service supply systems in different countries. Then, what is the proper hospital performance appraisal system regarding the characteristics of China's health care industry? What key dimensions and indicators should it include? These are the focuses of this article. This paper adopts the method of induction and deduction to construct four dimensions: internal quality, internal cost, external quality, external finance, and 30 key indicators, and carries out the preliminary validity test. At the same time, due to the difficulties in collecting some of the indicators, the stability of these indicators needs further study to further attest.
