摘要
低碳农业是应对全球气候变化的必然选择,是保障农产品安全、实现农业现代化的有效途径,是未来农业发展的趋势。发展低碳农业需要构建和完善与之配套的农业社会化服务体系。我国现有的农业社会化服务体系,对低碳农业服务的缺乏主要表现在服务主体权责不清、信息服务技术支持和资本支持不到位等方面。针对这些问题,应通过明确政府和市场职能、完善低碳农业信息服务体系、完善低碳农业技术服务体系、推进农业碳交易服务等途径,优化农业社会化服务体系。
Low carbon agriculture is the necessary choice when facing the change of global climate,and it is the effective path to ensure the safety of agricultural products and realize agriculture modernization,so it is also the trend for the development of agriculture in the future. To develop low carbon agriculture,it is necessary to construct and complete the matching social service system for agriculture. The existing social service system for agriculture in China lacks certain services for low carbon agriculture,which mainly include： the powers and responsibilities of service providers are unclear; technological support for information service,and financial support are insufficient etc. So aiming at these problems,and by the way of clarifying the function of government and market,we should complete the information service system and the technological service system of low carbon agriculture,and promote the transaction service of low carbon agriculture,thus we can optimize the social service system for agriculture.
