摘要
针对环境规制与畜禽养殖规模的关系问题,本文在理论分析的基础上,运用面板分位数回归方法,以我国蛋鸡规模化养殖为例进行了实证研究。研究发现:环境规制对畜禽养殖大户的经营规模具有显著的正向影响,且影响程度随着规模的增大而越来越强,同时环境规制对小规模农户养殖规模的负向影响并不显著,表明我国畜禽养殖已能承受较高的环境标准。此外,不同个人特征、家庭特征和养殖经营特征的农户面对环境规制,其畜禽养殖规模有不同的表现。基于此,本文认为环境规制与畜禽规模化养殖具有实现"双赢"有利条件。在我国养殖业环境污染严重的形势下,农户应积极应对国家环保要求,政府可结合各地养殖的实际发展情况,通过严格的环境规制与各类配套措施,实现环境保护与畜禽规模化养殖的协调发展。
Aiming at the relationship between environmental regulation and large scale livestock and poultry management,this paper,on the basis of the theoretical analysis as well as panel quantile regression method,has presented a result of an empirical research by taking our country's large scale breeding of poultry for example. It is found that the environmental regulation has significantly positive influence on large scale livestock and poultry enterprises,which operate on large scale management.Meanwhile,the influence degree grows larger and larger with management scale increasing; While small scale livestock and poultry business entities have no obvious reduction because of the strict environmental regulation. It shows that Chinese livestock and poultry management can withstand the higherenvironmental standards. In addition,herdsmen's large scale of cultivation show different characteristics when they are in face of environmental regulation because of personal,family as well as breeding management features t. Therefore,the author thinks that there is already a win-win condition between environmental regulation and large scale breeding of livestock and poultry. Under such a severe breeding situation of livestock and poultry,herdsmen should actively make efforts to meet the requirements of the state's environmental protection. At the same time, the government should integrate the actual development situation of poultry industry in various parts of our country to coordinate the development between environmental protection and large scale livestock and poultry management by strict environmental regulation and all kinds of aiding measures.
