摘要
为考察我国五大海洋经济区科技教育领域的综合建设绩效,建立基于投入-过程-产出框架的建设绩效评价指标体系,采用两阶段DEA模型,对2014年我国五大海洋经济区科技教育的科教生产阶段与产业转化阶段的建设绩效进行了实证评价。结果表明,在科教生产与产业转化阶段,山东半岛蓝色经济区、天津海洋经济科学发展示范区绩效水平较高,而浙江海洋经济发展示范区绩效水平较低,福建海峡蓝色经济试验区与广东海洋经济综合试验区介于两个绩效水平之间。
In order to test the comprehensive performance in the field of science - technology and education in five Marine economic zones in China, the paper set up the construction of the performance evaluation index system based on input - proeess - output framework, and used the two - stage DEA model to empirically evaluate the performance of science and technology production and industrial transformation in the field of science - technology and education in Chinese five Marine economic zone in 2014. Results showed that in the two stages the performance level of the Shandong peninsula blue eco- nomic zone and Tianjin Marine economy scientific development demonstration area is higher, but Zhejiang Marine economy demonstration area' s performance level is lower; the performance level of Fujian straits economic area and Guangdong blue ocean economic comorehensive exnerimental zone is between the two levels mentioned above.
