摘要
浮动式停车收费是采用随停车需求动态变化的停车价格,动态调控停车需求的时空分布,使得停车设施保持最佳的停车位利用率,从而减少寻泊交通,达到区域停车资源的均衡利用。本文根据在北京中心商业区进行的停车调查,分析了停车寻泊行为,得出了路侧停车价格浮动变化下的停车和出行意向;构建了考虑寻泊过程的停车成本计算公式,分析了停车收费价格、停车设施利用率和寻泊之间的关系,揭示了价格浮动变化下停车选择行为的内在作用机理;最后给出了路侧浮动式停车收费定价方案。研究结论对于停车过程分析和浮动式停车收费定价具有一定的参考意义。
The floating parking charging varying with the dynamic parking demand can regulate the spatial and temporal distribution of traffic demand and keep the best parking utilization rate for the parking facilities. Thereby, it can reduce the searching traffic and achieve the balanced use of parking resources. Based on a survey carried out in the central business district of Beijing, this paper analyzed the parking searching behavior and the parking and travel choice preference under floating parking charging for the roadside parking lots Considering the parkin constructed to analyze g searching process, a calculation formula for parking cost was the relationship among parking fees, parking utilization rate and parking searching time. The mechanism underlying the parking choice behavior under the floating parking fees was further revealed. Finally, a roadside floating parking fee scheme was given. The research conclusions would have a certain reference value for the parking process analysis and floating parking pricing.
