摘要
目的:分析天津市县级公立医院改革对试点医院初期经济运行的影响,为试点医院更好地实施县级公立医院改革探索新路和制定相关配套政策提供依据。方法:对试点医院改革初期阶段经济运行指标进行数据分析,分析改革前后的相关指标变化。结果:天津市县级公立医院改革试点医院初期整体经济运行较平稳,收入各项指标增速放缓,支出指标增速加快,药占比出现负增长。结论:县级公立医院改革致使试点医院初期形成政策性减收,需要加大政府投入力度,深入跟进改革配套政策,统筹各相关部门通力协作,建立长期有效的补偿机制。
To analyze of pilot hospital economic operation of county public hospital reform at the early stages in Tianjin, and provide the basis for better implementation of pilot hospital at county public hospital reform to explore new ways and formulate related policies. Methods To make data mining of economic operating indicators at the reform early stages of pilot hospital, and analyze the changes of relevant indicators before and after the reform. Results The pilot hospital of Tianjin county public hospital reform at the early stages is more stable at the overall economic operation, and has slowdown at the income indicators, growth accelerated at the expenditure pact, as well as come out negative growth at the drugs accounted. Conclusion The county public hospital reform results in the policy initial reduction of the pilot hospital. It needs to increase government investment, deeply follow up policy reform package, coordinate collaboration of the relevant departments, and establish long-term effective compensation mechanism.
