摘要
理解《国家中长期教育改革与发展规划纲要(2010-2020年)》总目标,回顾"十二五"教育规划实施进展,是把握国家"十三五"教育规划的前提。我国"十二五"期间,各级各类教育发展均取得了长足的成绩,尤其是基础教育整齐水平已处在世界教育前列。今后,要从"以提高质量为主线,以促进公平为重点,以深化改革为动力,以加强法制为保障"四个方面深入理解和把握"十三五"教育规划。
Understanding the general goal of National Medium and Long-term Educational Reform and Devel- opment Program （2010-2020） and recalling the development in Education during the 12th Five-Year Plan for Education of the People＇s Republic of China are the solid foundation of interpreting the 13th Five-Year Plan for Education. During the 12th Five-Year, education in our country developed vigorously in different levels and as- pects, meanwhile, elementary education had roared to the top level of the world. We should try to understand and analyze the 13th Five-Year Plan in the following aspects： quality of education being the main stream, educa- tional fairness being the main emphasis, deepening the reform being the driven forces and strengthening the leg- islation being the safeguard
