摘要
当前,我国医疗服务的"无序"与"错位"日渐突出,使构建分级医疗模式再次成为医改的重点。由于我国"看病难、看病贵"问题集中体现在医疗服务行政化供给体制上,从而改革医疗服务行政化供给体制,建立起竞争性医疗服务体系,不仅是发挥市场配置医疗资源决定性作用的基本体制要求,更是引导医疗资源合理流动,从而加强基层医疗服务有效供给,构建分级医疗服务递送新格局的基本改革取向。
At present, the behavior of disorder and mismatch in medical service have become increasingly prominent, and the construction of grading health care pattern once again become the key of the health care reform. Because the problem of ＂the difficulty and high cost of getting medical service＂ is embodied in the administrative supply system of the medical service, thus the reform of administrative supply system of medical service, establish the competitive medical service system, not only is the basic system requirements to make the configuring the source of health care on market be the decisive role, more is to guide the medical resources flow rationally then to strengthen the effective supply of basic medical services, and to build the reform＇s basic orientation of the new pattern for the delivery of the grading health care.
