摘要
通过大量文献资料,阐述了西部农村地区公共文化服务体系建设的现状,对西部农村公共文化服务体系建设存在的发展不均衡、产品单一、资金保障不足、人才缺乏等问题进行了分析,提出了明确服务主体对象、保障公民文化权利;建设多层次、多元化服务体系;集约化资源配置、完善基础设施建设;加强农村文化人才队伍建设的对策建议。
Through referring to a large number of document literatures,the author describes the current situation of rural public cultural service system construction in western areas of China,analyzes the existent problems（such as uneven development,single products,insufficient fund guarantee,and lack of talents） in the construction of rural public cultural service system in western areas,and puts forward the following countermeasures and suggestions：making clear the served main objects,and safeguarding the citizen ＇s cultural rights; constructing multilevel and diversified service system; implementing the intensification of resource allocation,and improving the infrastructure construction; strengthening the construction of rural cultural talent team.
