摘要
作为制度框架最为丰富的区域计划之一,拥有30多年合作经验的地中海行动计划为闭海、半闭海区域海洋保护区合作建设提供了重要的可行性经验。南海是一片拥有诸多复杂海洋争端且易产生冲突的半闭海域。在南海海洋环境和生物多样性保护刻不容缓的背景下,南海海洋保护区建设可从地中海行动计划中寻求借鉴经验,以突破区域合作治理的现实困境。文章概述了地中海行动计划,并分析了该计划成功实现区域合作的机制,进而提出关于南海海洋保护区建设的建议。
As one of the regional plans with the richest institutional framework, the Mediterranean Action Plan with over 30 years＇ experience provides significant experience for the cooperative construction of the closed and semi - enclosed marine protected areas. The South China Sea is semi - enclosed waters with many complex maritime disputes. Thus, in the context of conserving its marine environment and biodiversity, experience can be borrowed from the Mediterranean Action Plan so as to break through the realistic difficulties of regional cooperative governance. This paper provides an overview of the Mediterranean Action Plan, analyzes its mechanism of successfully realizing the regional cooperation, and presents suggestions on the construction of the South China Sea marine protected areas.
