摘要
文章认为要实现国家治理现代化,就必须要求领导干部从"人治"思维转向"法治"思维,从人格化的传统领导模式转向非人格化的制度领导模式;突破个人魅力、个人威信等传统领导力框架,以制度设计与创新、制度执行与落实形成现代新型领导力——制度领导力。法治思维能力是孕育制度领导力的基础土壤,通过提高领导干部法治思维能力加强领导干部制度领导力建设是适应国家治理现代化转型的一项必要且至关重要的领导人才建设工程。
The author deems that the modernization of governance requires leading cadres transfer their thinking from 'rule of man' to 'rule of law',from the model of traditional personified leadership to impersonal institutional leadership.We should make a breakthrough of traditional leadership system based on personal charm and authority,and set up the system leadership ability which is built up by design,innovation and implementation of system.The thinking ability of law governance is the nutrient fluid of system leadership ability.It is a necessary and important project which is adapt to the modernization transition of state governance,to improve the system leadership ability of leading cadres by advancing the thinking ability of law governance of leading cadres.
