摘要
目的以优青经费管理模式为切入点,重点从经费管理方面对经费使用存在的问题及原因进行分析,提出针对性的建议。方法利用医院优青经费管理系统,导出2010—2014年优青经费使用基本信息,并运用Excel 2007软件进行数据整理,同时应用SPSS 20.0统计软件进行统计描述性分析、单因素方差分析、多元线性逐步回归等数据分析。结果对报销科目与类型进行比较,局级与院级、校级与院级优青均有显著性差异(P<0.01)。对金额与类型进行比较,局级与院级优青有显著性差异(P<0.05)。金额、报销科目与实际报销科目进入多元线性逐步回归模型。结论根据国家政策和实际情况适时制定和修订经费管理制度;建立优青全过程经费管理体系;加强网络化管理,实现全过程管理;摸索优青报销特点,在政策范围允许的情况下合理设置报销科目与比例。
Objective With the entry point of the management mode of funds for outstanding youngsters,this article mainly discussed the problem that lies within the usage of funds,and analyzed the reasons and give targeted suggestions from the perspective of fund management. Methods Basic information of talent program fund usage at all levels was elicited from 2010 to 2014 using the funds for hospital outstanding youngsters management system.The data was sorted by excel 2007. Statistical descriptive analysis,single factor variance analysis,and multiple linear step-wise regression analysis were conducted by SPSS 20. 0. Results By comparing the subject and type of reimbursement,it was found that there was significant difference between bureau level and school level,as well as between school level and hospital level. By comparing the amount and type of reimbursement,it was found that there was significant difference between bureau level and school level. Amount of reimbursement,reimbursement account and actual reimbursement account fell into the multiple linear step-wise regression model. Conclusion Fund management system should be timely made and revised according to national policy and actual situation. Fund management system should cover the whole process. Internet management program should be enhanced in order to achieve funds management from beginning to end and improve overall efficiency. The characteristics of talent program reimbursement should be explored and subjects and proportion of reimbursement should be established when policy allows.
