环评与环境风险全过程管理协同发展对策探析 被引量:4

摘要 当前我国仍处于环境风险事件高发期,环境风险管理弊端日益显现,全过程管理已成为风险管理转型发展的必然趋势。环境影响评价作为我国环境管理核心制度之一,对环境风险全过程管理有着至关重要的影响和联系。通过阐明环境风险全过程管理与环境影响评价的理论基础及实施现状,对两者在实际应用中存在的问题进行系统分析,在此基础上借助双方在实施过程中存在的影响性和互补性特征,从提升环境风险评价地位、健全环境风险评价技术标准体系以及开展环境风险标准化管理三方面提出未来促进环境影响评价与环境风险全过程管理协同发展的建议。 China is now still in a phase of frequent occurrence of environmental risk ev ents; the current environmental risk management is far away from sufficient control on the environmental events, it thus highly requires further progress to whole-process management for environmental risks ( WPMER). As one of the core systems of environmental management in China, environmental impact assessment (EIA) plays a vital role in the WPMER. In this paper, we systematically studied the existing problems in the practical applications of WPMER and EIA by theoretically and practically analysing WPMER and EIA. We proposed recommendations to promote the synergetic development of EIA and WPMER on basis of their inter-influence and complementarity from three aspects including the enhancement of environmental risk assessment (ERA) in EIA, establishment of ERA technologic guideline system and standardization of environmental risk management.
