摘要
详细介绍了某地区非煤矿山安全生产现状、存在的问题以及原因分析,提出了严格落实主体责任,筑牢企业安全生产管理基础;落实企业工程安全措施,提升安全生产监管水平;重点突出,建立隐患治理排查长远机制;加强安全教育培训,使从业人员综合素养进一步提高;强化救援应急演练评估,提高应急处理能力;夯实安全监管基础,实行风险分级管控;严格矿山安全准入,着力突出源头治理;开展打击非法生产,治理违章生产,敦促非法矿山关闭整顿;规范停产停建程序;建立安全生产专家咨询制度等措施,从根本上扭转非煤矿山安全生产状况,提高非煤矿山生产的本质安全。
This paper introduces the present status,existing problems and reasons of non-coal mines＇ safety production in a certain area,puts forward：strictly implementing the main body responsibility to enhance enterprise production safety management;carrying out enterprise engineering safety measures to enhance the level of production safety supervision;highlighting the key points,to establish long-term mechanism of risk governance screening;strengthening safety education training,to make the employees＇ comprehensive quality furtherly improved;strengthening the exercise evaluation of emergency rescue,to improve the emergency response capacity;fortifying foundation of safety supervision and implementing risk grading control;strictly control admittance of mine safety to focus on source management;starting to crack down on illegal production and managing violation production,to urge the illegal mines to close for a ratification;specifying production stopped program;setting up expert consulting system of production security.（By doing all of above） to fundamentally reverse the non-coal mine production safety situation and improve the nature safety of the non-coal mine production.
