摘要
研究目的:研究采煤塌陷区生态改造中的利益相关者、利益关系、利益构成及分配机制,提出优化利益分配建议。研究方法:标准化访谈、案例分析法。研究结果:采煤塌陷区生态改造是政府主导下社会多方参与的系统工程,涉及利益多样。生态改造中,受到影响最大、利益关系最复杂的是县级政府及其部门、煤矿企业、施工企业以及农民。采煤塌陷区生态改造利益分配中各主体地位不同以及分配机制不健全导致利益分配失衡,由此引发社会矛盾,影响项目顺利实施。因此,应对采煤塌陷区生态改造中的利益分配进行调整。研究结论:应在建立有效的利益表达机制的前提下,发挥政府的主导作用,充分尊重各利益相关者的主体地位,通过利益调节与补偿达到利益分配的合理状态。
The purpose of this paper is to analyze stakeholders, interest relationships, interest components as well as its allocation mechanism during the implementation of the ecological transformation project in coal mining subsided areas. Moreover, several feasible suggestions are made to deal with relevant problems. The methods used include standardized interview and case study. The results show that the ecological transformation in coal mining subsided areas is a systematic project led by the government and relies on other parts of stakeholders’participation in the society, involving diverse interest. The relationship among the county-level government, coal mine enterprises, construction enterprises and farmers is the most complicated one in regard to all kinds of the relationships among stakeholders and it is most likely to be profoundly affected. The difference in social positions of different stakeholders and the distempered allocation mechanism lead to an unbalanced distribution and even the social conflict, which affects the project implementation. Thus, it is imperative to change the unreasonable allocation state. The conclusion is that interest adjustment and compensation measures should be taken on the premise of establishment of an effective interest expression mechanism. Besides, the government should play a major role and each stakeholder’s main body position should be respected.
