摘要
军民融合是当前新形势下我国治国强军的重大战略,是军工科研院所实现科学发展的关键所在。文中通过梳理当前军工科研院所军民融合发展现状与主要问题,研究提出了一种促进军民深度融合、具有一定适用性和延展性的组织架构及配套绩效考核方法,旨在为现阶段军工科研院所军民融合发展以及机制体制改革提供借鉴和参考。
Civil-military integration is the major strategy to govern state and reinforce the army under the new current situation, and also the key to scientific development of military research institutes. Based on analysis of the current situation and main problems of civil-military integration in military research institutes ,this paper proposed an organization structure and a performance evaluation method with wide applicability and expansibility, aiming to provide a useful reference to the civil-military integration development and mechanism reform of military research institutes.
