摘要
党的十八大以来,党内监督取得了很大的进步,但仍然存在着党员权利难以落到实处、下级对上级监督乏力、形式主义倾向严重以及重事后监督而轻事前和事中监督等问题。究其原因,主要是由于"一把手"体制使权力过分集中、党员主体地位未能充分体现、党内政治生活透明度不高、党内政治生态受到严重破坏。因此,必须大力提升党员主体地位,加强对"一把手"权力的制约,积极推动党内政治生活公开透明,努力净化和重建党内政治生态。
Since the Eighteenth CPC National Congress, inner - party supervision has made great progress, but there are still problems, such as implement the rights of Party members, weak supervision of the inferior to the superior, serious formalism tendency, unbalanced supervision, etc. The reason is mainly due to the ＂top leader＂ system makes excessive concentration of power, inadequate subjectivity of Party members, not tranquil political life of the party, and damaged political environment. Therefore, we must vigorously promote the principal position of Party members, strengthen the control of the leader＇s power, actively promote the political life of the party clear and transparent, and reconstruct efforts to purify the party political environment.
