摘要
【目的】随着社会经济的快速发展,环境污染日趋严重,当前急需解决的问题经济发展与环境污染之间的矛盾,生态补偿作为环境治理的有效手段受到了各界学者的关注。【方法】运用博弈论的方法,对流域上下游政府之间的博弈进行基本假定,构建演化博弈理论模型,并利用雅克比矩阵局部均衡点稳定性分析得到该博弈模型的最优解。【结果】基于流域博弈分析的结果,以重庆三峡库区为例,对三峡库区后续发展生态补偿进行分析,得到保护-补偿策略为重庆三峡库区生态补偿的最优策略。【结论】随着社会经济和工业化进程的快速发展,政府每年都会对库区投入保护成本,保护和补偿策略仍然是重庆三峡库区后续发展最优化的环境保护补偿稳定策略。
[Purposes]With the rapid development of social economy,environmental pollution is becoming more seriously,how to solve the contradiction between economic development and environmental pollution has become one of most urgent problems at present.As an effective means of environmental management,ecological compensation has attracted intensive attention of scholars in all fields.[Methods]After defining a basic assumption on governments game located in upstream and downstream regions of river basin in the viewpoint of game theory,the paper builds an evolutionary game theory model according to the scenario setting of game model.Then,local equilibrium stability analysis based on the Jacobi matrix is used to get the optimal solution of the game model.[Findings]By using the result of the game analysis,protected-compensation strategy is verified to be the optimal solution for the followup development in the Three Gorges reservoir area.[Conclusions]The government will invest a huge amount of protection costs every year to satisfy the rapid development of social economy and industrialization,and consequently,the strategy of protection and compensation is still the most optimized stabilization strategy of environmental protection compensation for the development of the Three Gorges reservoir area.
