摘要
2011年5月国务院正式同意批复《成渝经济区区域规划》以来,政府、高校和企业三类主体,关于聚集高等教育资源共建共享进行了积极的探索和实践,初步形成了以高校为中心,政府间合作、校地合作、校企合作和校际合作等四种共建共享模式。但通过考察发现,成渝经济区高等教育资源共建共享目前仍存在共建共享意识不足、共建共享资源分配不协调、体制壁垒阻碍共建共享融合等问题。进一步推动成渝经济区高等教育资源共建共享,应突破思维定势,树立区域共建共享意识;消除体制壁垒,建立健全区域共建共享机制;划定权责边界,维护共建共享下的大学自治。
Since the improvement of Cheng-Yu the government, universities and enterprises made economic zone planned by the State Council in May 2011, an active exploration and practice in higher education resources sharing and preliminarily formed four kinds of co-construction and sharing modes (intergovernmental cooperation, university-locality cooperation, university-industry cooperation and interschool cooperation), which centered on university. But the co-construction and sharing of higher education resources in Cheng-Yu economic zone has the problems, like the lack of consciousness of co-construction and sharing, uncoordinated of the sharing resource allocation and the integrated system barriers which impede co-construction and sharing of higher education resources. In order to promote the co-construction and sharing of higher education resources in Cheng- Yu economic zone, we should foster a sense of regional co-construction and sharing; eliminate the institutional barriers and establish a perfect regional co-construction and sharing mechanism; set the border of rights and liabilities and maintain the university autonomy under the co-construction and sharing of higher education resources.
