摘要
自2009年国务院批准建设上海国际航运中心后,上海港就希望建成国际中转枢纽港。然而至今并无重大突破,上海港国际中转集拼箱量不及总箱量的10%。由于海关监管政策的障碍、中转集运业务的低效率高成本、市场沉淀不够,致使上海港大量国际中转集拼业务旁落。要转变目前的被动局面,需要从海关监管模式、口岸环境、业务手续等方面进行改善。
Since 2009, the State Council approved the construction of Shanghai international shipping center, Shanghai port on the hope that the completion of the international transit hub port. However, there is no major breakthrough, Shanghai port international transit LCL less than the total amount in box 10%. Because the barriers of transit customs supervision policy, low efficiency of freight business, high cost,marketing not enough,a large number of international transit business lost to other ports. To change the current passive situation, need to improve from the customs supervision mode, port environment, business procedures, etc.
