摘要
金融总是具有很强的逐利性,金融机构都愿意将贷款投入到能够产生更大的经济效益的地方,具有嫌贫爱富的特征。农村脱贫急需产业扶贫,发展农林畜牧特色产业,带动当地经济发展,吸纳农民就地就业,是产业扶贫构想的逻辑,但现实情况是农业一直备受银行冷落,得不到有效资金的支持。基于对湖南省邵阳市X县的深入调研分析,发现农林畜牧特色产业金融服务存在农户、企业"贷款难"和银行"难贷款"的困境。这就需要进行金融服务供给侧结构性改革。通过发展特色产业提高金融资源承载能力,构建优质的农村金融生态环境,构建以银行为主导的多方协同的金融平台,创新金融产品,简化流程,建立金融支持农林畜牧产业发展机制,助推农林畜牧特色产业发展。
Due to the profit-driven character of finance,financial institutions are willing to invest in what can yield higher economic profits.Rural poverty reduction is in urgent need of industry help to develop characteristic industry like agroforestry and animal husbandry industry,drive the development of local economy,and promote local employment of farmers,which is the ideal state of achieving poverty reduction.In reality,the agriculture has been ignored by banks,and can＇t get effective financial support.This article,based on the in-depth investigation and analysis of X county of Hunan province,finds the dilemma in financial services in terms of characteristic industry such as agriculture,forestry and animal husbandry：it is hard for farmers and enterprises to loan and for banks to lend.It requires structural reform of financial services at the aspect of supply：to develop characteristic industry to improve the capacity of financial resources,build a better rural finance ecological environment and a banking-oriented financial platform with multiparty cooperation.It can also innovate financial products,simplify the process,set up a development mechanism with the support of finance,and promote the development of characteristic industry.
