摘要
文章将中国特色社会主义协商民主近百年的演化历程划分为萌芽与探索等五个时期。在近百年的发展过程中,其内容构成不断丰富、制度水平不断提高、比较优势不断凸显。取得这些成就最为核心的经验有三条,即以党的领导为根本、以实际需要为导向、以民主集中为原则。展望未来,中国特色社会主义协商民主进一步发展的现实挑战还有很多,尤其以党领导协商原则的有效落实、协商不平等情况下的有效协商最为重要。
the history of the socialist deliberative democracy with Chinese characteristics, which has been developed for nearly one hundred years, can be divided into five periods. In the development process, the so- cialist deliberative democracy with Chinese characteristics has made great progress in its contents, institution building and comparative advantages. The main experiences to make the achievement mentioned above are ad- hering to the Party＇ s leadership, the reality - oriented doctrine and the principle of democratic centralism. However, looking forward to the future, the socialist deliberative democracy with Chinese characteristics still has many challenges ahead, especially effectively putting the fundamental political guideline of the C. P. C. leading the deliberative democracy in place, and making resultful deliberation under the circumstances of the widespread deliberative inequities.
