摘要
实施"多规合一"试点工作是满足城乡发展,完善规划体系,保障市县规划有效实施的重要举措。实施"多规合一"必须依靠专业人才作保障。贺州市是全国"多规合一"的试点市县之一,目前贺州市建筑规划设计人才队伍总量不足、素质偏低、结构和分布不合理等问题突出,加上人才工作环境、人才管理和服务水平又比较落后,导致贺州市建筑规划设计专业人才紧缺,成为制约贺州市实施"多规合一"的瓶颈。为此,贺州市要不断推进建筑规划设计人才资源开发,从规划引导、培养引进、教育培训等方面加强刚性建设,在人才成长环境、管理模式和激励机制等方面加强柔性建设,刚柔并济培育和开发建筑规划设计行业复合型人才,为"多规合一"扎实推进提供人才保障。
Implementing the pilot work ＂integration of multiple plans＂ is an important measure which can meet the needs of the urban and rural development,improve the planning system and ensure to put the planning of cities and counties into effect. This work must rely on professional talents as guarantee. Hezhou is one of the ＂integration of multiple plans＂ pilot cities,but now it is short of architectural planning design talents because of the shortage of total amount,low quality,unreasonable structure and distribution,as well as the working environment,management and service level for talents is relatively backward. These problems have become the bottleneck which restrict to carry out ＂integration of multiple plans＂. In order to cultivate and develop inter-disciplinary talents in？ architectural planning design industries and provide talent guarantee for the work ＂integration of multiple plans＂ and make further progress, Hezhou should push forward the resources development of architectural planning design talents by combining rigid with flexible strategies. On one hand, strengthen rigid construction by planning guidance ,cultivating and introducing,educational training？ talents. On the other hand,strengthen flexible construction by improving the talents＇ growth environment,management modes and incentive systems, etc.
