江浙沪地区城市建设用地环境效率评价——基于三阶段DEA与Bootstrap-DEA方法 被引量:5

摘要 城市土地资源短缺、环境污染严重、利用率偏低已经成为制约城市化水平的关键性因素,而解决这些问题关键在于建设用地环境效率的提高,因此客观正确地对城市建设用地环境效率进行评价具有重大意义。本文采用三阶段DEA与Bootstrap-DEA方法,对江浙沪地区25个城市在2002-2013年间的城市建设用地环境效率、空间格局演变及其特征进行分析。为了使现实评估精确可行,剥离了外部环境因素、随机误差、样本敏感性及生产前沿面完全效率状态的影响。研究结果表明:各年环境效率受环境因素和随机误差的影响被低估;DEA有效和非有效城市在空间布局上呈"小集中—大分散(上集中,下分散)"的分异特征,江苏省环境效率发展不均衡态势相对明显;苏北、长三角、浙南地区都符合"纯技术效率>规模效率>综合效率"的规律,且都呈现出"浙南>长三角>苏北"的格局;省内环境效率发展不平衡,呈现出"苏南>苏中>苏北,浙中>浙东>浙西"的格局。 Urban land shortage, environmental pollution and low utilization of urban land resources have become the main restrictions of regional urbanization level. The crucial point of solving these problems is to improve the environmental efficiency of urban construction land. Therefore, it is of great significance to evaluate the environmental efficiency of urban construction land. This paper chose the three-stage DEA and Bootstrap-DEA methods to analyze the environmental efficiency of urban construction land of the 25 cities in Jiangsu-Zhejiang-Shanghai area from 2002 to 2013.Then the spatial evolution process and characteristics of environmental efficiency were analyzed based on the empirical research. It excluded the impacts of external environmental factors, random errors, susceptibility to samples and full efficiency state on the optimal frontier, and provided a more accurate method for the objective evaluation. Three main resultswere drawn as follows: the environmental efficiency of every year influenced by external environmental factors and random errors is underestimated; the spatial distribution patterns of DEA efficient cities and non-DEA efficient cities are a "small concentration-big dispersion(up concentration,down dispersion)" type, and characteristics of non-equilibrium in Jiangsu province are more obvious; Northern Jiangsu, the Changjiang River Delta and Southern Zhejiang all abide with the law of "pure technical efficiency〉scale efficiency〉integrated efficiency". Southern Zhejiang is higher than the Changjiang River Delta, and Northern Jiangsu is the lowest. The development of environmental efficiency between provinces is not balanced. Southern Jiangsu is higher than central Jiangsu, and northern Jiangsu is the lowest. However, central Zhcjiang is higher than eastern Zhejiang, and western Zhejiang is the lowest.
