摘要
基于工程项目施工活动特点和工作实践,根据健康、安全与环境(HSE)管理体系标准规范,在工程项目中贯彻实施HSE管理体系应明确管理原则,制定专门的实施程序编制指南,编制出专业施工项目管理程序,并建立一套实用的HSE管理见证记录。工程项目施工推进HSE管理体系一定要把体系标准与具体实践结合起来,以标准为指导,以解决实际问题为目的。
On the basis of the characteristics of engineering project construction activities and work practice, management principle, implementation programming guide, management programming and records with implementing HSE management system in project construction, are established according to standard specifications of health, safety and environment （HSE） management system. In order to solve practical problems under the premise of being guided by the standard, the standard should be closely combined with concrete practice in the process of engineering projects implementing the HSE management system.
