摘要
新工业革命及其引起的信息化和互联网与制造业的融合,跨行业跨领域的综合性复合研发迅速增长,现行科技创新方式和体制存在的开放不够、协同效率低的问题日渐突出,不少企业现有创新系统面临严峻挑战。应对这个挑战,要求企业创新系统最大限度地实现开放和协同,整合开放创新与协同创新两个体系,在创新方式中融入开放创新和协同创新两类元素,在现有开放式创新的基础上形成参与者与各相关方的合力,构建开放式协同创新新体制。当前推进开放式协同创新的关键点是,建立风险共担、利益共享长效机制,明确各参与者的责任和利益,强化企业创新主体作用,加快推进产学研紧密合作,发挥好政府促进和保障作用。
New industrial revolution and the cause of the information between internet and manufacturing, cross-industry interdisciplinary comprehensive research and development of composite increased rapidly, the science and technology innovation system and the existing open system, the problem of low efficiency of collaborative increasingly prominent, many enterprise innovation system existing face severe challenges. Cope with this challenge, requires utmost realize open and collaborative enterprise innovation system, integrate the two open innovation and collaborative innovation system in this way of two categories： open innovation and collaborative innovation, formed on the basis of the existing open innovation participants and each related party to establish a new system of open collaborative innovation. Current to promote synergy innovation point is open mode, establish long-term effective mechanism of risk-sharing, benefit sharing, clear the responsibility and the interests of the participants, the strengthened enterprise innovation main body function, accelerate the production, close cooperation, government play good role to promote and safeguard.
