摘要
在分析我国农村生活垃圾治理现状及其存在的问题的基础上,提出了应将以政府治理为主的模式转变为以村民治理为主的模式,具体方法包括:增强村民的环境自治能力;完善农村环保资金的投入机制;加强农村环保基础设施建设;开发、推广生活垃圾治理技术与手段等。
Based on the analysis of treatment status and existing problems of rural domestic waste in China, we proposed that the treatment model of government oriented should change to villager oriented. The specific methods included developing environment self-government of villagers, improving the investment mechanism of rural environmental protection funds, strengthening the construction of environmental protection infrastructures in rural areas, exploiting and popularizing the treat- ment technologies and measures of domestic waste, etc.
