摘要
财政生态理念下的区域整合强调发挥财政的潜能。而现有机制的碎片化也亟需深度整合,因此财政整合成为财政生态理念下区域整合的最佳路径。本文首先剖析了当前京津冀发展中的种种问题,指出财政整合的必要性和紧迫性。其次对财政整合的概念进行了界定并从主体协同和要素匹配两个方面设计了财政整合的范式和演进。
Regional integration under the concept of fiscal ecology emphasizes the potential of fiscal. Fragmentation of the existing mechanisms requires also deep integration, so the fiscal integration provides the best integration path. Firstly, this paper points out the necessity and urgency of fiscal integration through the problems in the current regional development policy. Secondly, defines the concept, paradigm and evolution of fiscal integration from two aspects including action coordination and elements matching.
