区域物质流的资源环境效率分析评价方法及应用研究——以广州市南沙区为例 被引量:5

摘要 资源环境效率分析是物质流分析评价的重要内容。在传统的物质流分析评价指标——强度和效率评价指标的基础上,综合考虑资源环境对物质流的约束、调控和反馈作用,采用输入输出强度指标、资源利用效率指标、资源环境基尼系数、环境经济系统的IPAT分析等,研究资源环境效率分析方法,并以广州市南沙区为例进行了实证研究。结果表明:由于区域生产力的进步,物质输入强度有所下降,而区域社会经济的发展带动了人们的物质消费的增长导致输出的增加;区域废弃物排放量仍有一定的增加,但单位GDP物质利用量得到明显降低,单位GDP废弃物输出量也逐步降低,区域经济增长与环境压力正在得到缓解;区域经济负担出现较大幅度下降,人均消耗强度亦出现轻微下降。 Resources and environment efficiency analysis is an important content of material flow analysis and evaluation. Based on the traditional evaluation indexes such as strength and efficiency of material flow analysis, it comprehensively considers the constraint, control and feedback effect of resources and environment to material flow. With the application of input and output intensity index, resource using efficiency index, environmental gini coefficient of resource and IPAT analysis of environmental economy system, etc., the analysis method of resources and environment efficiency are researched, as a case study of Nansha District for empirical research. Results show that due to the progress of regional productivity, the material input strength decline, and development of regional society and economic lead to the growth of people's material consumption and the increase of output. The regional waste emissions still has a certain increase, while material utilization per unit of GDP is obvious decrease. Waste output per unit of GDP is also reduced gradually, with the regional economic growth and environmental pressure being alleviated. Moreover, the burden of regional economic displays a sharp decline, and the per capita consumption intensity shows a slight decline.
