摘要
随着人口老龄化的不断深化,老年人口日益增多,居家养老成为广大老年人安度晚年的首选方式,国家也提出要建立以居家为基础的多层次养老服务体系。养老服务的重点在于保障。尽管大部分居家养老服务可以由市场提供,但是政府在其中的责任仍然不可忽视。必须在明确政府责任和作用的基础上,在居家养老服务中政府责任的重点领域、实现途径以及政策保障范围等方面抓住关键问题,推动居家养老服务的公平可及性和层次提升,切实保障居家老年人实现老有所养。
As the aging problem intensified and the aging population growing fast at present, the home endowment becomes the primary method for old people to spend their twilight years. The government has proposed an endowment service pattem based on the home endowment. Pension service is focused on security. Although home endowment service provided by the market can improve the service level, the government＇s responsibility in it still cannot be ignored. Based on the clearing of the role of the government responsibility, we have to grab the crux of the key fields of government responsibility, the scope of implementation way and policy guarantee etc., driving home endowment to be fair and high-leveled, and ensure the home care services for the elderly.
