基于水质浓度超标倍数河流生态补偿量化的研究——以梁滩河为例 被引量:5

摘要 针对跨行政单元的污染型河流,选定河流上下游行政区政府为补偿主体,以水域功能目标为补偿基准,在污染物通量核算模型基础上,引入了均衡因子的概念,在考虑研究主要污染物COD削减成本的情况下,建立了水质浓度超标倍数核算模型,核算多种超标污染物的生态补偿量。研究以梁滩河流域为例核算生态补偿量,结果表明:核算过程简便,核算结果基本能够反映区域污染特征,符合"污染者付费"原则。本文最后结合梁滩河的生态补偿实践,对污染型生态补偿运行模式进行了探讨并提出了建议。 This paper focused on a polluted river crossing the several administrative districts. The regional government was selected as the compensational subject, and water function target was considered as the compensation benchmark. On the basis of pollutants flux measurement model and the concept of equilibrium factor, the multiple of water quality accounting model was established and applied in measuring eco-compensation quantity for rivers with variety of excessive pollutants by considering the cost of COD removal. In this study, the eco-compensation quantity of Liangtan River watershed was calculated. And the measurement process in this established model was simple and convenient. The results revealed the characteristics of regional pollution and confirmed the polluter pays principle. The operation mode of eco-compensation was further discussed in the case of the ecological compensation practice of Liangtan River.
