摘要
在现阶段的总承包管理过程中,由于很多工程项目依旧以土建结构施工为主,无法真正做到对资源的合理分配,使得总承包模式下的公共资源部分私有化、单一化。结合工程实例,阐述了有形公共资源和无形公共资源的具体管理措施,以实现公共资源的合理利用、彻底根除以包代管的弊病。
At present stage of general contract management process, the priority of many engineering projects is still given to the civil engineering structure construction, which can＇t really realize a rational resource allocation and makes partial privaUzation and simplification of public resource based on general contract mode. Combined with engineering project, the specific management measures for tangible and intangible public resources have been expounded in this paper, so as to realize a rational use of public resources and thoroughly eradicate the disadvantage of contract completely substituting administration.
