摘要
安全是施工管理应首先实现的目标。施工安全管理包含的内容丰富,影响因素繁杂,引入系统思维和方法,构建施工安全管理体系,有利于改进施工承包商的安全管理。论文在文献综述、参考相关标准规范的基础上,综合考虑施工安全管理组织机构、资源、技术管理、教育培训、过程控制等方面,提出了包含系统、子系统、管理要素等多层次的施工安全管理体系框架。运用问题树方法逐层分析该管理体系中每类子系统、管理要素的失效致因。再以失效致因作为问题对象,设计问卷、开展调查和统计分析,归纳施工安全管理体系失效的主要致因,并提出相应的改进建议,供施工安全管理人员参考。
Safety is the primary objective of construction project management. In order to meet the requirement of large project management, it is important to adopt system engineering method into construction safety management. Based on the review of literatures, relevant regulations and standards, a construction safety management system was established, containing the aspects of personnel, resources, technology, and process. After that, the failure causes of each subsystem were analyzed using problem tree method, and a questionnaire survey was conducted. The survey results revealed the main failure causes of the reference for improvement of construction construction safety management system and may provide safety management.
