摘要
针对目前棚户区改造项目贷款审批和资金发放难于监管的特点,本文重点研究了将地理信息、遥感等技术应用于棚户区改造项目管理和资金监管,建立了时空数据一体化管理和项目动态监管模型,通过项目地理位置上报、历史影像对比、地理信息辅助审核等技术解决了棚改项目资金重复申报的问题和资金发放监管不到位的问题,依托于天地图山东丰富的地图数据资源,研发了山东省棚户区改造项目资金财政监管平台,建立了棚改项目上报、初审、现审、放款、监管、支付的一整套管理流程,实现全省棚改项目的空间化和实时监督管理。
