摘要
"地方政府竞争"论以"市场失灵"论为理论基础,认为中国奇迹的出现是地方政府对市场失灵的解决,而本文则认为中国奇迹是"市场过程"本身的产物,解释中国奇迹的重点在于解释中国为何出现了"市场过程"。地方政府对中央"放权"之后出现的利润机会作出了响应,将自己控制的国有或集体资产转让给其他市场主体,这是地方政府追逐自身最大利益的过程,也是"无意中"将原先集中于政府的资产分散化,从而推动了市场化,并最终创造了中国奇迹的过程。
The argument of Local Governments' Competition is based on the doctrine of the market failure,it regards the Chinese Miracle as the outcome of the resolving of the market failure by the local governments.On the contrary,to the point view of the article,Chinese Miracle is the product of the market process itself,the key to explain the Chinese Miracle is to explain why market process happened in China.The local governments responded to the profit opportunities created when the central government began to decentralize its power,and transferred the state owned property and collective property they controlled to the other market entities,it' s not only the process that the local governments pursued their own interests,but also the unintentional process of dispersing property originally centralized on the governments,so also the process of promoting market process,and finally the process of creating the Chinese Miracle.
