摘要
指标治理是一种具有中国特色的政治现象,也是从中观层面理解中国国家治理机制的一个重要视角。从政治指标到经济指标,再到预期性指标和约束性指标的二分,指标长期被作为保障中央政府各个时期主要决策在地方得以执行的有效手段。以京津冀地区PM2.5空气污染治理为例,考察PM2.5这一空气污染治理指标的生成、下放、监督和考核过程,指标治理存在有效的一面,但也有其固有的局限性,尤其当它面对诸如空气污染这一类具有跨域性、复合性的新型治理议题时,表现出明显的效果失灵。
Governance by indicators is a political phenomenon with Chinese characteristics,and it provides us an important perspective to understand the mechanism of China's national governance from the middle level. From political indicators to economic indicators,and then to the division between expected indicators and restrictive indicators,indicators have long been used as an effective means to ensure the implementation of the central government's main decision-making by local governments. As we can see from the process of generation,allocation,monitoring and evaluation of the PM2.5 indicator in the case of Beijing-Tianjin-Hebei regional PM2.5 air pollution control,this aforementioned mechanism has its inherent limitations as well as its efficiency,and it encounters with failure especially when facing cross-domain or composite problems such as air pollution.
