摘要
干部匮乏是20世纪50年代初期新区基层建政时所面临的共同问题。以川北区为例,中共川北区委采取上级训练输送与下级自行培养相结合的方式,在依靠南下干部的同时,着力培养地下党干部、民主人士干部以及乡村干部,使干部匮乏的状况得以迅速缓解,为该区政治经济秩序的恢复奠定了组织基础。在此过程中,川北区干部呈现出地方化的特征,这反映了整个新区地方干部群体的转型与发展趋向。与地方化趋向相伴随的,则是地方干部对于国家政权向心力的强化。
The lack of cadres was a common problem in political power building of the grass-roots units in new liberated areas in early 1950s. With the Chuanbei district as an example, the Chuanbei District commission took the method of combining the higher levels of training delivery and the lower levels of cultivation, relied on cadres, and at the same time, focused on the cultivation of underground party cadres, cadres of democrats, and village cadres, which rapidly relieved the situation of the shortage of the cadres, and laid the organizational foundation for the political and economic order to restore. In this process, the Chuanbei district cadres showed the characteristic of localization, which reflected the trend of transformation and development of the local cadres of the new district. Accompanied with the local trend, is the reinforcement of the local cadres for the centripetal force of the state power.
